There
are now two mini-quad classes for MX. It was decided that the younger class can
go on the micro track. For the other class, Matt will see what kind of vehicles
are signed up and then decide which track to run them on.

There
was some discussion of a series. It was mostly agreed that this won’t happen
this year, because of all the things that would need to happen before the first
race.
·
Paying
money to the 125A and 250A classes was discussed again. It was decided that
we’ll have cash awards for those two classes every race.
·
There
was some discussion of having practice days prior to our race days. There did
not seem to be a lot of enthusiasm towards having them. Discussion was tabled
for another meeting.
·
There
was some heated discussion about the ATV classes being held on the track
property by one of the club members. There was quite a bit of rancor caused by
an email he sent that instructed the club members not to be at the track on one
of the training days (no Denzel Washington reference intended). It was
universally agreed that being able to use the track property for this purpose
was a great deal for him. No motion was made, but it was eventually agreed that
to let him know that he needs to be more of an “active” club member if we are to
allow the classes to continue to be held on our property.

Mike
Murphy brought some proposed changes for the “Member in Good Standing” rules.
The three areas covered were dues, attending club meetings, and working at the
track or in the woods. There was lively debate on the subject of keeping track
of how much people work. This was eventually tabled for future discussion.

There
was a question about bypassing the sweeper for our first (two?) races if that
were the only part of the track still frozen. It was agreed to do so and, in
general, to leave it up to Matt and Rob to figure out what needs to be done to
the track prior to a race.

Ken
explained the proposed changes to the Constitution. He has created a document
that shows the entire Constitution and By Laws, what the proposed changes are,
and why they should be done. Each of the 8 changes will be voted on by all the
club members that are in good standing. Discussion on the amendments will take
place at next month’s meeting. The Amendment Ballots will be sent out shortly
after that. The parts of the Constitution and By Laws that have changed are
shown at the end of this Newsletter.

Roy
recently received a document from Grantsburg informing us that there is a
process started to determine the type of land use that will be zoned in and
around Grantsburg. We don’t yet know the nature of this effort, but it is
something we should be concerned about. There are meetings held each month
about this at 7:00PM on the last Monday of the month. They are apparently at the
Burnett County Zoning Office or some other room with in the government center
in Siren There should be some club members at these meetings to find out what
is going on and to make sure nothing drastic is getting pushed through without
us knowing about it. If you can attend these meetings, please do so. There is

Jack
Bondus told everyone about a ride in taking place in Arkansas on February 28th
and 29th. It was enough to make this author envious of those who can
take time off during the winter. There are several club members already

Proposed Constitution Changes
There are 8
proposed changes. Each is voted on separately.
The proposed
changes are labeled “Amendment #1, Amendment #2, etc…

ARTICLE 2
Active members shall be currently active enduro riders
and others PEOPLE interested in the sport of enduro OFF
ROAD MOTORCYCLE riding.
Amendment #1
Allowance for folks that are in the club for MX and Trail
Riding.
The club officers shall be a president, secretary, treasurer, two
(2) referees, AN MX CHAIRPERSON, AN OFFROAD/ENDURO CHAIRPERSON and club
representative to District 23. These
officers shall constitute the executive board.
Amendment #2
We have unofficially considered these guys to be officers for quite some time.
THE DUTIES OF THE MX CHAIR AND THE OFFROAD/ENDURO
CHAIR SHALL BE:
MX CHAIR
– TO OVERSEE ALL MX COMPETITION EVENTS
PROMOTED
BY THE CLUB.
OFFROAD/ENDURO
CHAIR – TO OVERSEE ALL ENDURO, HARE
SCRAMBLES
AND TRAILRIDE EVENTS PROMOTED BY THE CLUB.
Add descriptions of the duties for the MX Chair and the
Offroad/Enduro Chair.
All elective offices shall be filled at an annual
election, by secret ballot, to he held in the month of December NOVEMBER each year. Nominations for office shall take place in the month of November
OCTOBER, and/or at a meeting in December NOVEMBER. All
officers shall hold this office for one year, or until their successors are
elected and qualified with the exception of the Treasurer. The Treasurer will be for the term of two
(2) years.
The Sanctioning meeting in December makes it logical to have new club officers elected in November so that they can have a say in the events that will run while they are in office.
Fifty‑one percent (51%) of the 12
members in good standing shall constitute a quorum for the transaction of club
business.
The Club is getting too big to expect 51% of the members at each meeting in order to do business. However, we need a significant number of members available for important votes. Note that it says “members in good standing” which means people on their first year probation don’t count in the 12.
Proposed By Law Changes
The
standing committees of the club shall be:
1. A course lay‑out
committee. (No lay‑out committee
member need serve on more than one event per year.)
2. A public affairs
committee.
3.
Any other committees as deemed necessary.
Amendment # 6
The above is not
needed. We can appoint committees as a
matter of club business without having this in the bylaws. For instance, we
have a trophy committee (Greg Nelson) and we had a promotion committee (Mike
Murphy) without having a requirement in the Club bylaws. It also removes the requirement for a
“course layout committee” and a “public affairs committee”, committees that do
not exist today.
Number 5
New members will be voted in at the beginning of the third consecutive meeting, OR IF IT IS FELT THAT THE PROSPECTIVE MEMBER HAS WORKED A SIGNIFICANT AMOUNT OF TIME ON CLUB EVENTS.
Working events has been reason enough for allowing prospective members to fulfill the qualification for club membership.
A new
member will be elected by a simple majority.
The new member will then be on probation for a period of one year, and
will not be a member in good standing during this period. The new member will have all rights of a
member in good standing, except that while on probation the new member is not
eligible to hold office, DOES NOT HAVE GRANTSBURG MX FACILITY PRIVILEDGES
and does not have a vested interest in club assets.
At the end of one year, another vote
will be taken to remove probation, and make him/her a member in good standing,
with eligibility for elective office, USE OF GRANTSBURG MX FACILITIES
and with a full vested interest in club assets. A simple majority vote is needed for this.
We have not previously specified when a member has the rights to use the Grantsburg facility.
